It's great to see a vision with progress and small steps but why don't we aim higher together?
I think the vision should be a global EHR. I agree that putting the patient in charge will help with the legislation aspect. If the patient has all his data he can give access to any clinician in the world.
The complex structure of the data will be difficult to manage. Agreeing a global data set is not an easy task. OpenEHR is doing good work and would be beneficial here too.
